Approaching plans and programmes under the strategic environmental assessment view

Abstract


Even strategic environmental assessment (SEA) is a concept which must be implemented at national level, no official regulations concerning the implementation nor adequate knowledge of this problem exist. The brief presentation of this concept is the aim of this study. By definition, SEA is a process aiming to supply the taking into consideration of the impact upon the environment when developmental sugestions at policy, plan programme or project levels are elaborated, before the final decision connected to their promotion. The process of SEA implementation and its seven stages (framing, domain definition, P/P evaluation, performing the Environmental Report, consultation with authories and public, taking decision and monitoring) are presented in this paper. The advantages of using this approach are also emphasized: acheiving sustainable management from the environmental point of view, improvement of the quality of the policy, plan or programme elaboration process, increase of the efficiency and efficacy of the decisonal process, stregthening of the leading system and institutional efficiency, strengthening of the EIA process for projects, facilitation of the transfrontalier cooperation.
